# Overview

> Explore our mission, governance, and roadmap.

The world has global problems that no single nation can solve alone.

AI safety, climate change, and economic inequality ignore borders, but our political systems are locked inside them. The World Republic is building the layer that is missing: a platform where anyone, anywhere, can take part in the decisions that cross every border.

To see how that mission applies to specific global challenges, explore [Campaigns](https://docs.worldrepublic.org/campaigns.md).

## How World Republic governance works today

The World Republic is early, and the platform is operated by a Swiss association. During this stewardship phase the founding team runs it, so the election system, verification, and party infrastructure can be tested and changed quickly.

The elections held today are [test elections](https://docs.worldrepublic.org/building-blocks/test-elections.md): open to every registered party, experimental, and non-binding.

## How control shifts over time

Control moves to citizens in three phases:

1. **Phase 1 (current): Stewardship and incubation**\
Governance is non-binding while test elections validate systems and support political party development.

2. **Phase 2: Constitution ratification**\
A global referendum ratifies the constitution and formalizes the permanent governance framework.

3. **Phase 3: Citizen governance**\
Binding elections transfer full governing authority to citizens under constitutional rules.

> [!NOTE]
>
> Phase transitions depend on readiness criteria such as security, participation, and institutional maturity rather than fixed calendar dates.

## What protects citizens in every phase

The roadmap changes who governs. It does not change these.

* **Open source:** The platform is free software under the [GNU AGPL](https://github.com/worldrepublicorg/worldrepublic.org), so anyone can read how voting, verification, and rewards work — and the license lets anyone run their own copy. What is published is a snapshot, and it is older than the version running today. Section 9.1 of the [Terms of Use](https://docs.worldrepublic.org/legal/terms) sets out what we have published and what we have not.
* **No lock-in:** The [world drachma](https://docs.worldrepublic.org/building-blocks/world-drachma.md) you earn can be withdrawn onchain, to a wallet you control.
* **Ballot privacy:** Your vote is private, but not anonymous to us. We record that you voted, so nobody can vote twice, and your choice is added to the party's total. No screen shows which party you chose. Someone with direct access to our database or its provider's backups could link some ballots to the people who cast them. Only party totals are published, and only once an election has closed. Telling people how you voted is your choice.
* **No legal name, no documents:** Proving you are a real, unique person takes a short camera scan — no legal name and no identity document. Signing in with Google stores no name, email, or photo. The scan does process biometric data: the [Privacy Policy](https://docs.worldrepublic.org/legal/privacy) sets out what is captured, where it is held, and how to have it deleted.

These hold during stewardship, and they are not up for negotiation under citizen governance.
